On 09/04/2021 at 2022 hrs. based on own source regarding extortion by UG Cadres in general area of Jairampur market, an operation was launched by Jairampur Police along with 19th Assam Rifles in Jairampur Market area. During operation an individual namely Sanjay Chowdhury, 49 years, S/o Ramakant Chowdhury of Nampong was apprehended at 1530 hrs. and during initial interrogation individual disclosed that he is an OGW of NSCN (K ) and was extorting money from local Wine Shops Owners. The following items were seized: (1) Bike R-15 Yamaha R/No. AS23P/8886 (2) Cash Money Rs. 18,500/- (3) Mobile Smart Phone Zen 01 (4) Bag 01 no (5) Shirt-02 nos and (6) Slipper 01 no.

22021 A team of Police Officer, Kharsang Police Station with 14th Rajput Regiment.

Kharsang PS C/No. 01/21 U/S 384 IPC R/W SEC 10/13 UA (P) ACT & SEC 25 (1) (A) ARMS ACT

On 15/02/2021 at 1700 hrs. Based on input from realisable sources about presence of NSCN (R) insurgent in general area Kharsang Market. A search operation was carried out and apprehended one Major Sengjong Khimhun, 38 years, S/O Sri Senglang Khimhun, Village Saching, PO/PS/Dist. Changlang along with 2 nos Mobile with SIM Card, Aadhar Car and Voter IT Card. The individual reveals that he is a NSCn (R ) Cadre and joint the outfit the outfit on 2nd Oct. 2019. He visited Kharsang for extortion weapon near FCI Godown. The search party comprising of one Officer, one JCO and 10 others from Kharsanag COB went and searched the area disclosed by the individual and recovered one 7.65 mm Pistol with one Magazine and 6 (six) live rounds.

On 24/02/2021 an FIR received from Sri Bullet Megu, S/o A. Megu, RFO, Bordumsa Forest Ranges that Patrolling in-charge of the Forest team had detected Opium Poppy Cultivation illegally at Kumungpatahar Area by unknown cultivator. Instantly, ADC Bordumsa has constituted a team consisting of Executive Magistrate, Bordumsa, OC PS Bordumsa, GB Dirak Pathar, LM Official for destruction the Opium and Poppy field completely.

On 07/02/2021 at 1626 hrs. a w/complaint received from H/C Kaushal Kumar Singh, 47 years, s/o Lt. Deo Ratan Singh of PS Jairampur that on getting information from reliable sources the movement of UG Cadres at Chamaro and Longman Village area. Accordingly a joint operation was launched by Police and AR at Chamaro and Longman Village Area. During operation apprehended one Lieutenant Gaopha Konyak, age 45 years S/O Lt. Dangma Konyak of village Longwa, Dist. Mon (Nagaland) at 1500 hrs. from Chamaro Village on suspect. During initial interrogation he disclosed that he is an active Cadre of NSCN (KYKA) Organization. It is suspected that he came to Jairampur area for the purpose of extortion

On 14/01/2021 at around 1600 hrs. reliable information was received from own sources that one Sri Nonghom Ngotan, S/o Sri Nongwang Ngotan is coming towards Changlang form Margherita in a Bike carrying contraband substances. Inspr. C. A . Namchoom, OC PS Changlang along with PS Ready Party conducted a surprise Naka Checking at Block Point M-C near Patrol Pump. Meanwhile, Sri G. Sikom, Town Magistrate Changlang was informed and requested for appearance at Naka. At around 1800 hrs. one M/Cycle coming from Margerita side was stopped and two person was identified as Sri Nongh9om Ngotan and Sri Dongchai Taidong. Both were issued notice U/S 50 of NDPS Act and one their consent the both were searched in person. During the search from t heir possession were recovered (1) 5.10 gram powder packet (2) 2.20 gram powder packet (3) 2 nos Smart Phones (4) M/cycle R/No. AS23J/9791.

On 17/02/2020 at 1630 hrs. while conducting Naka at Bordumsa by joint team of Civil Police and D/186 Bn CRRF, a person namely Sh. Sapan Paul (44 yrs) S/O Lt. Jeten Paul, R/O Vill- Madhabpur Bazzar, PO-Puranii Pukhuri, PS- Bordumsa, Distt- Tinsukia (Assam) was apprehended and found 15 pouches suspected to be brown sugar weighing 68.5 grams from his possession.

On 07/03/2020 based on specific input from a reliable source about presence of suspected NSCN(R) cadre between Tirap river and New Longtoi area. Accordingly, 10 personnel of 9th Assam Rifle along with a team of Manmao police under the close supervision of SP Changlang launched an operation near to the paddy fields between New Longtaoi and Tirap River and apprehended one individual SS Sergent Major Nguong Mungrey of NSCN (R) faction. .

82020 A team of Police Officers, Nampong Police Station

Nampong PS C/No. 203/20 U/S 384/511 IPC R/W SEC 10/12 UA (P) ACT

On 04/04/2020, based on input regarding sneaking of ULFA cadres in Changlang district from Myanmar side for carrying out illegal activities. The district police along with team of 19 Assam rifles and 171/CRPF under supervision of SP Changlang launched a joint operation launched at general area of Longvi village and during operation suspicious movement was noticed in the general area of Longvi in which two cadres were tried to run away towards international border. The joint team immediately swung into action and apprehended them before they could slip away in the dense forest. On spot interrogation the duo revealed that they are active cadres of ULFA (I) outfit organization and identified themselves as SS Pvt Jahnu Boruah (20 years), Dibrugarh and SS Pvt Chandrakanta Likharu (26 yrs), Karbi-Anglong of Assam.

Rescue and Evacuation Team (RET) of PS Changlang, PS Jairampur, PS Kharsang and PS Bordumsa.

In view of violent protest and road blockade in connection with anti CAB/CAA movement in Assam in the month of Dec. 2019 the Changlang district police had established a 24 X 7 helpline numbers with constituting a Rescue and Evacuation Team (RET) at four Police Changlang, Jairampur, Bordumsa and Kharsang Police bordering with Assam. The OCs of concern PS were made as their incharge under the close supervision of Shri Mihin Gambo, SP Changlang to attend any emergency call from stranded Arunachalee in Assam. Just after launching of helpline numbers many distress calls were received by district police from the stranded people of Arunachalee who were stuck up at various places in Assam due to sudden violent protest and road blockades by some sections of people over CAB/CAA.

During 13-12-2019, 14-12-2019 and 15-12-2019 with the proactive roles of district police under the command of Shri Mihin Gambo, SP Changlang the district police had escorted back Bordumsa MLA from Dibrugarh and Digboi Areas of Assam and evacuated more than 131 stranded passengers, patient, students, govt employees and general public of Changlang, Tirap and Namsai district including 02 patients and escorted as many as 17 oil tankers for Changlang, Lower Dibang Valley, Anjaw district and many VIPs movement, sport persons and FCI vehicles were escorted during anti CAB/CAA protest in Assam for which all sections of society have appreciated the district police for proactive roles and reaching out to the stranded Arunachalee in Assam and facilitating timely supply of essential items.

Based on intelligence input about extortion activities in the name of UG groups in Jairampur area under Changlang district, a police team lead by SI Umeshan. C OC Jairampur Police Station was constituted under the close supervision of SP Changlang Mihin Gambo. The Police Team conducted a raid in the residence of suspected person and apprehended the accused identified as Mr. Abu Shankey alias Wabong Shankey, (21) yrs, resident of Jairampur Circle. .

In course of interrogation the accused admitted his involvement in the extortion in the name of NSCN and he also revealed the identity of his associates namely Mr. Mandang Hacheng, 23 years, resident of Jairampur Circle and Mr. Mandang Hacheng also apprehended by the Police.

112019 A team of Police Officers, Bordumsa Police Station

Bordumsa PS Missing Person Report/No. 05/2019

On 28/10/19 received of a missing report regarding 02 boys student of class X from Fr Lingon Louise, Headmaster of Donbosco School, Bordumsa all the check gates of Bordumsa and neighbouring P.S were alerted and physical searching was carried around Bordumsa, Mahadevpur, Namsai to trace out the missing children but all in vain as there was no clue left by the missing children.

On 30/10/2019 a call from one unknown number came to one student’s father demanded money to hand over the students. Immediately OC Bordumsa followed up the matter and he rang up the unknown number from where he confirmed the number belongs to one from Kolkata and during the investigation it is found that one rickshaw puller found the boys near Hawrah Hotel. OC Borduma with the help of Kolkata Police taken out the missing boys and handed over to their guardians. Two boys was as Shri Arnab Deori, S/o Amrit Deori and Durna Bikomiya Deori, S/o Kukha Deori both age group of 15 years.

In a major breakthrough against drug peddlers in Changlang district, a joint team of civil police and D/186 CRPF Bordumsa under supervision of SP Changlang Shri Mihin Gambo and SDPO Miao Shri Tasi Darang conducted a swift and well-coordinated raid in the house of one drug peddler Smti Jaownko Singpho of Kerembisa village under Bordumsa PS in Changlang district on 24/9/19. During the raid, the joint team of police and CRPF red handedly caught the main drug peddler Mrs Jaownko Singpho alias Rani, 42 Yrs and recovered 14 numbers of small pouches containing pink coloured powder suspected brown sugar weighing 134 grams, an electronic weighing machine, two numbers of mobile handsets and cash amount of Rs 85,090/- from her house and arrested the said lady along with four other persons who were found with consuming drugs on the spot namely Mr Bisa Umada Singpho, 30 yrs, Mr Nongbo Wangdu Singpho, 32 yrs , Mr Umadu Singpho 23yrs and Mr Gamthoi Singpho, 31yrs.

On 30/10/2019 a written complaint was lodged by one Sri. Winseng Tangha of 17th mile Jairampur that in the intervening night of 28th-29th Oct’2019 some unknown person has stolen his Motorcycle bearing Registration No.AR-12-4719(Pulsar-180) from outside his residence at 17th Mile, Jairampur. A team led by SI Umeshan. C, OC PS Jairampur under the close supervision of SP Changlang has been constituted. The team engaged sources in various locations to trace out the stolen motorcycle. On 2/11/19 based on information from sources the police team arrested the accused Chimong Ronrang of 17th Mile area and recovered the stolen motor cycle from Wagun-II village under Bordumsa PS jurisdiction while he was searching for customer to sale the Motorcycle.

A written FIR received from Shri Akup Gowala of Namphai-II to the effect that his daughter Miss Ropmoni Gowala-18 yrs who was working under care of A.K Khan since Dec’2015 as a maidservant, now he came to know that his daughter Miss Ropmoni Gowala is murdered by A.K Khan,. her dead body was recovered from Dihing river by Miao Police.

Accused Abul Kalam Khan-55yrs, JE RWD MIAO arrested on 01.07.2016. Further, accused Sanjay Dorjee-19 yrs, Shri Kant Ram-18 yrs and Vijay Gowala-18 yrs arrested on 20.07.2016.The case is pending for further investigation.

Nampong P.S. C/No.06/16 U/S – 365/34 IPC R/W Sec 10/13 UA(P) Act

A written FIR was received from one ShriTrailukya Moran, 32 Yrs of Village Gondhoiguri, Tinsukia (Assam) through O.C. P.S Kakopathar, Tinsukia (Assam) to the effect that on 01/08/2016 his brother Shri Kuldip Moran who was working under one Shri Tujan Ngemu has been kidnapped by ULFA cadre and demanded huge amount through mobile No. 8821668099202 and 8732022323. During course of investigation the complainant had disclosed that his father Shri Ratneshwar Moran is ZPC of Tinsukia District and the kidnapper has directed him to demand Rs. 1 (one) crore from Hon’ble MLA Shri Bolin Chutia of Sadiya Constituency the matter has been informed to Hon’ble MLA .

Since the abduction of Shri Kuldip Moran many search operations had been lunched at the various hide out places/ dense forest. However, he has been recovered from dense forest away from Village Longvi near International border on 09/9/2016 and handed over to his father at Jairampur. The case is pending for further investigation.

During joint operation with security forces at Ningrang area under Miao PS on 19/7/2013 an encounter took place with members of NSCN-IM. During exchange of gun fire one UG was killed at the spot and recovered dead body with one AK-47 rifle, 3 magazines, 71 live rounds and demand letter. On next day, under command of Mihin Gambo, SDPO Miao and team comprises of Insp Olik Tamut, OC PS Miao, SI R Rawat, ASI Lobsang Yeshi 2nd IRBn and civil police, 2nd IRBn Miao, CRPF and Assam Rifle launched a combing operation where one more dead body of UG was recovered from deep inside the forest along with one 9 MM pistol, 15 lives rounds, demand letter and many incriminating documents.

Kharsang PS C/No. 4/13 U/S 364 (A) IPC:

On 08/03/2013 under active supervision of Mihin Gambo, SDPO Miao the Kharsang Police lead by L/SI NEC Thoomten and team comprises of Ct Ablu Rimo, Ct Sachin Kumar Tiwari, Ct. Mori Riba, Ct Kipa Kagung(IRBn) and Ct (Dvr) Gang Ging Gangsa (IRBn) launched a joint operation with Dimapur Police (Nagaland) in Assam bordering area of Nagaland where two abductees were kept confined for ransom. During operation an encounter took place with the members of gang where one of them was killed. However, the two abductees were recovered from captivity of gang. During operation one pistol belong to slain gang was recovered from scene and an FIR was lodged at Dillai PS, Assam.

On 01/10/2013 after receiving input, a search operation led by Sh.Vijay Kumar, IPS SP Changlang along with Police & CRPF at PWD complex Changlang . During search operation one hard core NSCN(K) activist namely Samnan Jugli was apprehend by the team. The accused was involved in murder case of a Police Constable Lt H.S.Mehra at Kharsang PS during 1997 and in many other extortion cases in the district.

On getting information about illegal transportation of coal from Kharsang area police team of Kharsang PS intensified patrolling to check coal theft. During patrolling 2 Trucks bearing regn. No.AS-23AC-0532 driven by one Ram Kebal Yadav and AS-23AC-7932 driven by Sri Prem Chetry loaded with raw coal were detained at Injan Tinali, Kharsang, Coal approx. 10 ton along with vehicles seized and arrested accused persons. On 24/12/2012 more than 3000 (Three Thousand) Chakma had entered in the Miao market with intend to burn down Miao market specially targeted the Singpho community. However, Mihin Gambo, SDPO Miao along with one SI and a few Constables managed to control the unruly mob and saved in life and property of Miao Bazzar. During two days of clash total 10(ten) cases were registered and all the cases charge sheeted against the perpetrators from both the communities. The situation was brought under control and normalcy was restored immediately by prospective role of Mithin Gambo, SDPO Miao

On 31/5/2012 three contractual employees of Urban Department, Jairampur had drowned into Tirap River. The relatives of deceased hailing from Jagun, Assam created law and order problem at Arunachal-Assam border area. Mihin Gambo, SDPO Miao along with SI R Rawat and civil police of Jairampur and 2nd IRBn personnel had immediately swung into action and brought the situation under control and recovered the dead bodies within two days from turbulent Tirap River at 2km downstream of PO under inclement weather.
